That of pensions is a subject as important for the Albanians of Italy as it is unknown to the vastness of Italian public opinion. Since yesterday, 5 September, a public petition is trying to trigger that awareness chain among Italians too, which is essential for the situation to be unblocked.
"Italy has stipulated bilateral social security agreements with several foreign states (from Argentina to Canada and Quebec, Tunisia, Israel, Turkey, Republic of Bosnia and Herzegovina, Republic of Macedonia, Republic of Serbia and Vojvodina). These agreements have been stipulated to ensure, to the person who goes to a foreign state to work, the same benefits provided by the legislation of the foreign country towards its own citizens, including retirement", We read in the online petition, which continues:
"Among the agreements, unfortunately, the one with Albania is missing. In Italy the Albanian community it is well integrated and part of the social and productive fabric. It today it counts more than 430.000 people, of which over the 70% has a long-term residence permit. Albanian citizens are building their future and that of their children in Italy. working here for almost 30 years, especially in construction and agriculture. To date, however, a growing slice of workers suffers from the fact that there is no agreement between Italy and Albania for the recognition of pension contributions. Albanian workers in Italy at retirement age or close to it paid contributions both in Albania (before emigrating) and in Italy. The lack of an agreement between the two states does not allow them to reach the pension neither in the country of departure nor in the country of arrival, thus penalizing the population that has sacrificed the most for that integration that today allows young Italian-Albanians to be so well placed in Italy.
Moreover, in recent years thousands have become and Italian employees in Albania are on the increase, who are faced with the same lack of agreement. The Albanian authorities have given maximum availability to reach a convention. A significant political act was that of Senator Tommaso Nannicini, who with an ODG of February 2019 committed the previous Government to the activation of a bilateral Convention with Albania ”.
This petition was also launched on the oath date of the PD-M5S Government led by Giuseppe Conte. It is addressed primarily to the Prime Minister and to follow with the Ministers of Foreign Affairs and International Cooperation and Labor and Social Policies, asking "that the Italy-Albania Convention be negotiated and approved quickly in order to guarantee the workers who do not have one - both countries - the proper recognition of a fundamental right: the pension ".
The necessary commitment of the Albanians of Italy
The initiative of the petition comes after years in which the Italian-Albanians have tried in various ways to make this problem known and have tried to make the institutions of their country of origin and of Italy aware of it. The associations and many individuals, including a part of the pensioners directly affected, have organized conferences and implemented protests. Now this petition - launched by Geri Ballo , an Italian-Albanian who has been active in our community in Italy for years - has collected more than 24 signatures in less than 500 hours.
