Today the European Commission has made public the Progress Report, containing annual assessments for all Western Balkan countries and Turkey.
Albania had already presented the application during the Czech Presidency the 28 April 2009, but only this year was able to obtain the positive opinion of the Commission, which previously had instead expressed negatively for three consecutive times.
Among the factors that affected the Commission's decision were the previous regular and competitive 23 June general elections, won clearly by the center-left European Albania Alliance; the voting of some laws with the qualified majority like the one on the parliamentary reform and on the status of the public official, approved with a bipartisan consensus in the last legislature; the positive and constructive approach in relations with neighboring countries.
The Commission also called for a strong commitment by the government in the fight against corruption and organized crime and the reform of the judicial system.
In December, the opinion of the Commission will be discussed and approved by the Council of the European Union where the representatives of the member countries reside.
