Between yesterday and today - due to the scandal concerning the tenders won by the company DH Albania - the director of the road authority (ARRSH), Afrim Qendro, and the operator of the operator for the transmission of the 'energy (OST), Klodian Gradeci.
Klodian Gradeci and the contract from 12 million euros
Gradeci's "resignation" (due to personal problems, according to the former director) came after the DH Albania case and the assignment to the latter of a contract concerning an electricity line from 12 million.
But, as is now known, after the discovery of the false documentation of DH Albania, the contract was immediately stopped. Precisely for this reason, the police are on the trail of the company's managing director, Avdjol Dobi, accused of having presented false documentation.
Dunwell Haberman (principal company of the DH Albania branch) claimed to have been founded in June of the 1998 in the state of Delaware, which, however, in its official response through the secretary of state confirmed that the documentation was not authentic.
DH Albania and the Grande Raccordo Anulare
The director of the Albanian road authority, Afrim Qendro, was also released from his post. In his place, Prime Minister Edi Rama has appointed former Minister for the Protection of Businesses, Sonila Qato.
Qendro is accused of having been bribed in awarding the contract for the first part of the new ring road in the capital (from around 18 million). The prosecutor's office launched an investigation into the case - in addition to that of the power line - and questioned Qendro himself to clarify the issue.
The suspicion is that behind DH Albania there is a well-known Albanian entrepreneur, Bashkim Ulaj, owner of the Gener 2. Precisely because of these suspicions, the Albanian authorities have also suspended work on the Thumane-Kashar motorway section (about 20 km), which should improve the connection to the north of the country.
The project, in fact, had been proposed and assigned to Gener 2, for a total value of 225 million euros.
