To date, Albania has signed several agreements on mutual recognition and the conversion of driving licenses. While, for all those countries with which an agreement has not been signed, it is necessary to secure an international driving permit.
However, the broadcast 'Fiks Fare' - in Italian 'Tale e Quale', a program similar to 'Striscia la Notizia' broadcast on the main private Albanian TV channel, Top Channel - has received several complaints from some Albanian emigrants, to whom it is not the license was recognized despite Albania having an agreement that the countries in question.
Italy and Germany
Among the countries that have found an agreement with Albania for the recognition of licenses, there is also Italy, even if in some northern provinces Albanian licenses are not recognized.
Polikron Muço is an Albanian citizen who lives in Florence and who in 2017 acquired the license in the new format - the European one - asking for his conversion into an Italian driving license, as he had already done in the past for the old format. This time, however, his request was not accepted.
The Italian state, in fact, due to the new format of the Albanian license, does not recognize them and for this reason converts exclusively those in the old format - released in Albania by 1 July 2005 to 2016.
Similar problems are also present in Germany. Andi Shkulaku, who has been living in Germany for two years, stated that his Albanian license was recognized only for his first six months of residence.
To have an answer to this situation, journalists say'turned to the direction of road transport, specifically to director Shkelqim Gruda.
"Here the procedures imposed by the Ministry of Infrastructure and Transport are followed. From what we know, the ministry has ready the draft renewal of the agreement with Italy, which expires this year."- said the director of road transport management.
According to the Ministry of Infrastructure and Transport, the conversion of Albanian licenses is identical to that of other non-EU countries that have signed a bilateral agreement with Italy.
Meanwhile, two months after the introduction of the new licenses, the Albanian foreign ministry let it be known that diplomatic representatives and embassies from all over the world have been advised, in order to introduce it in all the countries in which they operate.
