The US embassy in Tirana, after the first two videos concerning respectively the reform of the judicial system and SPAK, the new special anti-corruption prosecutor's office in Albania, published a third one explaining what BKH is, the National Agency for Investigation.
The National investigation agency (BKH) is the investigative unit of SPAK, the new special anti-corruption prosecutor who will be responsible for investigating and prosecuting corruption, organized crime, as well as crimes committed by senior state officials.
In many ways the BKH is very similar to the American FBI, which investigates high-level crimes in the United States, and in fact BKH investigators will be "trained" in the FBI academy in Virginia. Furthermore, the law concerning SPAK provides for an international commission to supervise the preparation and training of BKH investigators.
The latter is composed of a director and an investigative team, which must meet important criteria similar to those of the FBI. Special chief prosecutor of SPAK and two other special prosecutors will choose the director of BKH.
This will direct the investigative team and after the director and investigators are selected, their bank accounts and phone calls will be constantly monitored to ensure they fulfill their roles with integrity.
Why is BKH important?
In the past, anyone with money or power had the ability to influence the judiciary in his favor. Now the Constitution offers SPAK strength and independence to oppose high corruption.
Indeed, SPAK and BKH will investigate high-level corruption with special prosecutors who will be able to send these important cases to court. Corrupt high officials and organized crime bosses will have to face and deal with justice. Special prosecutors and BKH will ensure that no one is above the law.
