Circumscriptions and electoral system
Albania is divided into 12 constituencies which correspond to the 12 administrative regions. Each constituency has a number of seats proportional to the number of residents in the corresponding region. Tirana is the region with the highest number of parliamentarians: 32, instead Kukës the one with the lowest number: 4.
The 140 deputies are elected according to a proportional electoral system on a regional basis with closed lists. For the allocation of seats among the political forces the D'Hont method , instead for the allocation of seats within the same coalition the Sainte - Laguë method .
The electoral law provides for a barrier threshold of the 3% for non-coalition political forces and the 5% for coalitions. However, the number of seats assigned to each region determines thresholds that can reach the 25%, as in the case of the Kukës district.
