Today at 18: 00 meets in first session the Albanian parliament elected last 23 June: 140 deputies, of which 83 belong to the center-left majority and 57 to the center-right opposition.
It is the eighth Legislature of political transition and has the highest number of women parliamentarians: thirty-one. The youngest parliamentarian is also a woman. This is Kejdi Mehmetaj, 20 years, Vice-President of the Youth of the Socialist Integration Movement, and will take the seat of one of the ministers of the new government who all renounce the parliamentary mandate.
Kejdi was born in the 1993, a year after the election of Sali Berisha as President of the Republic. Now the outgoing Prime Minister is also the oldest deputy and together with the socialist Namik Dokle hold another record: as many mandates as legislatures since the fall of the communist regime, that is eight. The same cannot be said for the Prime Minister Elected Edi Rama who together with other 59 deputies will sit for the first time in Parliament. A married couple with three children also returns. In truth, the return concerns you: Monika Kryemadhi, because her husband, Ilir Meta, is one of the deputies with more mandates behind him and in this legislature he will also preside over the Parliament.
The triumph of the center-left coalition in the 23 elections last June was not foreseen by anyone in the current size and scope: the center-left lacks only a mandate to be able to define itself as a "constitutional majority". The Socialist Party has 65 deputies, the Socialist Movement for Integration 16, the Union for Human Rights of the Greek minority one and the Christian Democratic Party one.
If the majority can count on four parties, those of the opposition are five but only thanks to the generosity of Berisha who has put the leaders of the four major parties of his coalition on the PD lists in secure positions. Thus the Democrats elected 46 MPs: among them also three former socialist deputies, the Justice Integration Party Community Unit pine five, the Republican Party four, the Movement for National Development one and the Democratic Party one.
There will be five parliamentary groups. For the socialists, the democrats and the socialists for integration is rightfully the Republicans instead pine will ask the PD to borrow the missing deputies in order to reach seven, the minimum number foreseen for the constitution of a parliamentary group.
In the first session there is no debate, the Commission for the Verification of Mandates is established and by 48 hours this procedure should end, at the end of which the Parliament meets for the oath of deputies and the election of its President and Presidency body. The news is that the first meeting is chaired by the most senior deputy who is Berisha in this legislature.
The outgoing Prime Minister had already refused to do so, publicly motivating his decision, but yesterday he reiterated it on Facebook: "this majority came to power thanks to no global deceptions similar to those of Papandreou in Greece. 'The Painter' failed (Edi Rama ed) promised the Albanians a free health service without contributions, free legalization, less taxes for the 95% of citizens, 300 thousand new jobs. Two years after Papandreou's deception, Greece sank into crisis and he disappeared. Soon, surely the same will happen with Edi Rama. This majority cannot last because it is based on mega-deception and money from drugs and organized crime". However, in place of Berisha, Namik Dokle, the second most senior deputy, will chair the first meeting.
If in this legislature the practice of 2009 will be respected, the Commission for the Verification of the Mandates should finish the check in less than 24 hours and the Parliament would meet Tuesday 10 September for the oath and the election of its President. If all other procedures are carried out in the minimum terms, the new government could begin its mandate already on Thursday.
Finally, thanks to the project E-Parlament, the hall of the new Parliament will seem more a call center than the seat of the Legislator: each deputy will have a PC in front of him in a fixed location. Outgoing President Jozefina Topalli made it clear in a note that the project aims "to the increase of parliamentary efficiency and in particular of the deputies who will have at the click of a button in electronic format every document of the legislative process from the bill to the voting in the classroom". Efficiency aside, it is a slap to the aesthetics and meaning of the word "KUVEND" which is both the act of speaking as a "quiet conversation", and the place in which, according to the customary Albanian law, decisions were confronted and decisions were taken .
Surely it will become the object of a clash between the majority and the opposition, but it is difficult to believe that the opposition will want to defend politically the ugliness of the classroom. Otherwise, the President Meta provides each of his colleagues also headphones, microphone and friendly line to be able to listen to the problems of the citizens the first two hours of each session.
