After the refusal by President Topi and the decision by the parliament to equally approve the law, among the protests of civil society the only road left seems to be the referendum. Just yesterday in fact the request of environmental associations was filed with the Central Electoral Commission. Collection of signatures and forms needed for the referendum. The Commission itself will admit the request or not. The object of the consultation will be a part of the law "on the integrated handling of waste". The promoters request its repeal and in particular the item 3 of the article 22 "The integrated network of waste treatment plants" and the article 49 "The amount of non-hazardous waste" are controversial.
The request, subdivided into 13 points, contains topics related to the conflict between the articles of the same law and between the latter and the constitution, the EU directives and the Kyoto protocol, without forgetting the Basel Convention which provides for "The right of every country to impose a ban on the import of waste". Furthermore, reference is made to pollution, which would damage "For when the treatment level is high" aquifers, health and the development of tourism and agriculture.
The promoters, convinced of reaching the threshold of 50.00 signatures ask this question:Do you want the amount of waste to be allowed on the territory of the Republic of Albania?
