Berisha provides further data on the alleged opposition putsch. The President of the Albanian Republic would also be involved. It will be up to the parliamentary commission to reconstruct the putschist scheme and the involvement of some institutions in it with facts and data.
A first picture of the coup is completed which the opposition would have attempted the 21 last January. It is Sali Berisha who gave the news at a press conference yesterday afternoon, an hour before the opposition organized to pay tribute to the three victims killed in front of the Albanian government headquarters.
After denouncing in recent days the involvement of Attorney General Ina Rama and the Albanian secret services in the coup, yesterday Berisha also pointed to the President of the Republic Bamir Topi. Asked by a journalist if President Topi was to summon the National Security Council given the gravity of the case, Berisha hinted that the Albanian president may have been part of the plot.
The Albanian Prime Minister: here is the scheme of the putsch
According to the Albanian Prime Minister, the first statement of the Presidency after the clashes would prove it, a public document within everyone's reach: "In the twelve lines of the first press release issued by his Office, the word violence is not mentioned even once" . "The first day, Mr. Topi didn't notice the brutally beaten policemen, nor those on which flames were thrown to burn them ". "He didn't even notice the flag thrown like a rag and the hero who wore it." "He didn't see them." "I'm saying a very sad and bitter truth, but it's a truth that will come out." Berisha cannot say anything else, but it will be the Parliamentary Investigation Commission to investigate.
The Albanian Prime Minister owns the data on many of the organizational details of the putsch as "the amount of explosives, TNT and Kalashnikov that would be used during the final assault of the government headquarters", sophisticated weapons such as "gun-umbrellas, the gun-pens, poison knives ", small groups" trained whole days in different areas "for the final grasp and funding," at least 2 million dollars ". Not even the data of the preliminary agreement on the division of government portfolios and those of communication between the putschists during the realization of Plan B would be missing.
Berisha also announced an agreement reached on Wednesday with Ata Rama on 6 leaders of the Republican Guard for which arrest warrants were issued: they would go to testify and then be released. Instead, when they showed up to do it, they would try to arrest them. Someone would have given the Prosecutor the order not to respect the agreement. Berisha has not made his name, but this "shows how independent the prosecutor is". On the other hand, the majority leader wanted to reiterate for the umpteenth time that the prosecutor did not initiate any investigation "for the aggression and encirclement of a constitutional body" such as the Council of Ministers. Thanks to the contributions of American experts and prosecutors, "we will know the truth" about what happened on January 21.
The end of the putschists is also clear. "Without the punishment of the putsch and its organization chart, the crisis is a threat hanging over this country." In short, no political concession, they will have to assume their responsibilities before the law, then they will be able to sit in parliament, resume parliamentary activity and go to vote in the 2013.
On the other hand, the work of the Parliamentary Investigation Commission set up on Sunday 23 January to investigate the activity of the institutions on the "Black Friday" events should not be prejudiced. "Let us investigate the Prime Minister, the President, the Attorney General, the ministers and all the others. The Commission will investigate every personality of this country, in the best interest of the bitter truth of 21 January ”. Berisha said he was convinced that all the institutions will fully cooperate with the Commission, which "in this circumstance represents the most sublime will of the Albanian nation".
The coup, the coup, the coup d'état
Premier Berisha has begun to talk about a "coup attempt", already Friday 21 January at the end of the event. The organizer would be the opposition leadership. If the coup failed, it would have gone to Plan B through the arrest of Republican Guard leaders accused of killing 3 citizens to facilitate the taking of constitutional institutions defended by it. In support of this thesis, Berisha would report "the lack of evidence" against the Guard and the communication between the socialist leader Edi Rama and the Attorney General Ina Rama. Yesterday, he added another element: the violation of the agreement between the prosecutor and the government for the delivery and immediate release of the guardians.
Part of the plot would also become the Albanian Information Service for failing to provide any data on the engaged gangs and the organization of the coup. The days before the January 21 rally, Berisha himself declared that the opposition was engaging gangs of criminals to seize power by force. Finally yesterday, the Albanian President Bamir Topi was added to the coup scheme, at least in intent.
The inquiry commission
The parliamentary commission of inquiry met for the first time the 25 last January and after the approval of the regulation it immediately got to work. His institution was approved with the votes of the majority only without the presence of the opposition in the hall and the Socialist deputies are not participating in his sessions. The object of the investigation is precisely the activity of the institutions before, during and after the manifestation of the 21 January, that is the attempted coup. Information will be requested from the State Police, the Albanian Information Service, the Republican Guard, the various ministries, the highest state 3 offices and the opposition leader.
One of the first issues raised in the meetings was the presence of municipal police officers from other cities on 21 last January. What title did they participate in? Furthermore, detailed information will also be requested from the Municipal Police of Tirana on the indications and the operational plan for the event.
These days, testimonies from citizens, video material, documents and information were deposited by some institutions. Yesterday, the Commission requested the Ministry of Justice to deliver by 2 February the detailed information that the Internal Control Service and the General Directorate of Penitentiaries have. The same request was also made to the Director of the State Information Service. Instead, today and tomorrow, its members will visit the Republican Guard and the Directorate of the State Police to collect facts and testimonies.
As its President, Eduard Halimi, states, after the collection of facts and data, the Commission will also examine all the paper documentation transmitted to it by the institutions. Subsequently, the summits of the various institutions will be summoned to testify, and afterwards the Commission will analyze all the material available to speak about the facts of 21 last January.
