No compromise for the establishment of the parliamentary committee of inquiry into the 2009 elections. Next Monday the parliament will resume the discussion and decide. Meanwhile the negotiating groups will try to find an agreement between the parties.
It had to be the parliamentary session at the end of the year, but the Albanian deputies will see each other again next Monday. After a marathon session lasting 18 hours, the court decided to postpone the decision on the parliamentary committee of inquiry for the 27 elections for 2009 December. The session was interrupted twice to make room for consultations and to find an agreement to vote in the classroom. But at this morning's 5 and 10, thanks to fatigue and confusion, none of the parties withdrew from their positions and at the same time did not want to take responsibility for yet another failure. It took the proposal of the group leader of the socialists Gramoz Ruçi to get out of the impasse and dismiss the 132 members present in the hall. During the morning and afternoon yesterday, the camps discussed the draft of the normative act that lowers the pensions to the military and then on the motion of the socialists for the negative opinion of the European Commission on the status of candidate country. Instead, the debate on the parliamentary inquiry commission began in the evening.
Mutual accusations about corruption, trafficking, nepotism, clientelism, bad government and state capture, characterized the debate between the majority and the opposition that constantly referred to the Constitution and the requests of the international community, in particular of the Commission and the European Parliament to defend their positions. Instead, after midnight, the debate turns into a question and answer between Prime Minister Berisha, the two group leaders Astrit Patozi and Gramoz Ruçi and the two speakers of the proposal Fatmir Xhafa and Viktor Gumi. After a first interruption to consult, we return to the classroom and find the agreement on three points of the design for the institution of the commission of inquiry, but Berisha insists to insert a fourth point: the inquiry is conducted on the basis of the Code election and the sentences of the Constitutional Court. But the socialists are not there because, as Gramoz Ruçi states, the investigation wants to investigate just how much the Code was respected during the electoral process. Not even gaffes are missing. In defending his position, the socialist rapporteur Fatmir Xhafaj declares that the majority no longer wants to vote for a proposal that is the same as the one approved by 19 in March 2010 only with his votes. In truth it is not really so and enough for Berisha to add it as a second offer: to vote or the proposal of the three points integrated with the fourth of the Democrats, or the one already voted the 19 last March. Then stop a second time. The session resumes and the socialists propose that the fourth point have a different content: let the Central Electoral Commission take responsibility for making all the electoral documentation on the 2009 elections available to the Commission of Inquiry. Nothing to do and in the suspense that is created in the classroom for a few minutes, it is decided to postpone everything to Monday, together with the resolutions proposed by the two sides after the motion on the opinion of the European Commission. Meanwhile, the groups will still negotiate the contents of the proposal.
The 27 December is important for both parties to find a compromise. For the socialists because yesterday the Central Electoral Commission (CEC) announced on its website the agenda for the meeting scheduled for 29 next December: it would be decided on the opening of the containers in which all the material is sealed by the last elections electoral, cards included. But if the latter no longer interest the socialists, the electoral documentation is now the basis of the inquiry. By procedure, the CEC should decide which documentation to re-use for the administrative offices of 8 next May, which to archive and which to burn. In other words, opening the containers and having tampered with the contents in them. Instead for the Democrats, given the possibility of the Socialists not to participate in the administrative, it would be unimaginable to run for elections alone.
