Transfer of best practices, strengthening of partnerships and sustainability of projects: according to these three levers, the Italian regions are building European territorial cohesion.
The Prices, Integrated Regional Program of Economic and Social Cooperation, intends to enhance the role of the Italian system within the community policy of supporting the growth processes of the southern Mediterranean countries and of the integration in Europe of Balkan countries such as Serbia, Bosnia and Herzegovina, Albania. 14 integrated programs are active, 8 for the Mediterranean area and 6 for the Balkan area, and 42 sub-projects: they constitute a real system action, an international network between territories. Puglia and Basilicata are focusing respectively on fishing and on business cooperation and administrative decentralization in favor of SMEs. The Prices is in line with the planning of the European Union 2007-2013, in favor of growth and employment, the so-called Lisbon strategy. The project addresses economic cooperation between local production systems and rural development, with the aim of improving the economic and social environment with a view to integrating the supply chain. In addition to the APQ Balkans, work is in progress on the Adriatic IPA program for which the second call is expected to be published next summer. An opportunity of which the general consul of Albania Bashkim Bekteshi, present at the Bari Forum together with Roland Kristo, director general of the Directorate of Fisheries Policies of the Ministry of Environment of the Republic of Albania, appreciates the potential. The latter recalled the efforts being made by the Albanian government to get as close as possible to the EU norms and the will to "make the fishing sector in Albania more and more consistent with the development processes in the Mediterranean and in Europe. The objective is to consolidate the existing processes, well-established mechanisms of cooperation and collaboration with the Italian regions, but also to leverage technical assistance, scientific research, associationism, training: this is the only way to strengthen the alliances in the idea of a mutual interest " . The project was presented and discussed in two days in Bari and Matera.
PUGLIA - "It is necessary to begin to consider the economy of the sea a quality entrepreneurial sector, within a sustainable framework compatible with the new European regulations". Silvia Godelli, Councilor for the Mediterranean of the Puglia Region, introduced the work of the Forum "Economics of the sea and development of cooperation between Albania and Puglia" organized in Bari as part of the activities of the project Prices, focusing on cooperation. "Fishing is a sector on which there is a strong tradition both on the Apulian side and on the eastern one". But a change of pace is needed. We must aim to create a network "to give the sector an entrepreneurial vocation". Puglia aspires to give the project sustainability in business and for this reason to lay the foundations on the ability to intercept a supply chain project that connects both the fish production and the transformation, without underestimating the respect and protection of the resources of the earth and water on this side and beyond the sea. "Fishing is a fertile ground for imagining a concrete cooperation between Italy and Albania, countries that share a natural basin and a great experience in the system of activities related to fishing". For Dario Stefano, Councilor for Agriculture and Fisheries of the Apulia Region "the scenario proposed by the European Union describes a new Regulation governing different fishing methods whose objective is to protect fish stocks and build a development model that takes together the two marine banks. But keep together also the objective of a fishery production chain: we need a wider territorial enclosure with productive flows that have appreciable dimensions, one more reason to be able to innovate and read new opportunities with other countries ”. As explained by InnovaPuglia president Sabrina Sansonetti, the actuator of the Prices in Puglia project, "so far a number of initiatives have been promoted aimed at the Albanian and Apulian SMEs, with the aim of facilitating the dialogue between productive realities and facilitating the formalization of partnerships business. But Bari is the first direct meeting between entrepreneurs in the fishing sector, an opportunity to reflect on the strategic importance of targeted projects in the waters of the Adriatic Sea ". BASILICATA - The objective of the international project is to strengthen economic cooperation between local systems and Italian productive sectors, with a view to integrating the supply chain, through the supply of goods and services and support for possible joint ventures. Prices acts on priority sectors for the revival of local economic systems and is articulated on two complementary and synergic levels. The first involves exchanges of experiences, strengthening of the partnership, activation of the network portal, recognition of the potential of business cooperation, territorial animation in Italy, creation of a guide to investing in the areas of the Balkans of interest. The second will make it possible to improve the economic and social environment in each country, in order to activate stable and profitable economic cooperation relationships. Activities are also planned for small and medium-sized enterprises common to all territories, for the strengthening of local counterparts and the economic planning of interventions, activities for the SMEs of Albania, Bosnia and Herzegovina and Serbia for the implementation of pilot initiatives for economic cooperation; rural development activities in Serbia and Bosnia and Herzegovina in support of local institutions and the promotion of rural development in individual territories; activities aimed at improving the quality of professional skills in decentralized international economic cooperation and community planning.
