Xhezair Zaganjori, president of the Albanian supreme court, was removed from his post yesterday as part of the evaluation process (vetting) aimed at verifying assets, professional training and the moral integrity of judges and prosecutors.
Last year, Zaganjori succeeded in overcoming the first phase of the trial, but at the request of the international mission that monitors the revaluation, his case ended up at the Appeals Board, which claimed that the president of the Supreme Court was not able to “justify the sources of financial resources that allowed him to have an apartment in Tirana and one in Durres, an office and a service room in the capital.
According to the College, Zaganjori would have evaded taxes on the proceeds obtained from rented premises and would not justify the expenses for the education of his two children abroad. During the proceeding Zaganjori defended himself, claiming to have offered the necessary documentation that "certifies the legitimacy of financial resources".
The reform of the judicial system
In July of the 2016 the Albanian parliament voted unanimously to modify the Constitution's 1 / 3 and transform the judicial system, so that the latter could properly treat corruption, organized crime as well as daily court matters .
The new Constitution ensures that Albania has "clean" judges and supervision to ensure that everyone acts according to the rules. But how does all this happen?
According to the new system, all 800 judges and Albanian prosecutors must be re-evaluated. During this re-evaluation (also called vetting) it is checked whether judges or prosecutors have "unjustified" wealth or links with organized crime, as well as their professional capacity is also examined.
Those who do not pass this "control" are removed from the judicial system. The reform thus guarantees that corrupt judges or prosecutors will not enter the new system.
The reform is being implemented in a just manner, as American and international observers of the International Monitoring Operation continuously monitor the reform process and ensure that it is implemented correctly.
