Unlike what happened years ago, when prisons were overcrowded, today Albania finds itself facing the opposite "problem": the displacement of prisons.
This is what emerged from the bill deposited in parliament, where it is emphasized that "with the entry into operation of the new Scutari prison and the two new buildings near 'Jordan Misja' in Tirana, there is currently an evacuation of prisons ".
Therefore, under these conditions, the bill denies the need for the opening of new private penitentiaries, at least for the moment.
"The raising of standards in line with European standards has so far rendered the opening of private penitentiary institutions useless. However, the maintenance of these standards could create in the future the need to close some penitentiary institutions that do not meet the conditions, and, consequently, an overcrowding, which could lead to the need for the opening of these new private institutions. ”- reads the report of the bill concerning the rights and treatment of prisoners.
Albania has reached an agreement, as regards the prisoners' sector, with Italy providing for the transfer of Albanian detainees from the Bel Paese to Albania, as was confirmed by the Italian premier Giuseppe Conte during the official visit of his Albanian counterpart Edi Rama.
The agreement is part of the cooperation in the judiciary and the police, for which Conte reiterated Italy's commitment to strengthen this cooperation with particular attention to the fight against organized crime and illicit trafficking.
The detainees in Albania
Among defendants (2329) and convicted (3082), 5411 were the prisoners in total managed by the prisons in 2018, for an average overcrowding of approximately 3%.
However, from the last three months of the 2018 overcrowding fell to 0% as a result of the opening of the penitentiary institution of Scutari, which led to 6236 (from 5455) the total capacity of the Albanian penitentiary institutions.
Capacity that was further increased at 6366 after the new two penitentiary buildings were fully commissioned at 'Jordan Misja', and again reduced to 6106 (the current capacity) due to the transformation of two buildings of the Lezha penitentiary in hospital environments for prisoners.
In any case, currently Albania has eliminated the problem of overcrowding of prisons by passing to the opposite one, namely the displacement of prisons (-11%).
