In fact, the Bay of Lalzi is so coveted that those who wanted to put their hand on it did not make any kind of scruple. And, although the area is that of Durres, the sprawling interests of the real estate mafia have had even more serious repercussions, for example in the southern Valona.
Criminal interests in the Bay of Lalzi date back several years. The scheme, always the same. Through political connections and hired state officials, the mafia groups have managed to incorporate sandy soils and land for agricultural use into the already existing land registry certificates.
The officials subsequently issued certificates in the name of residents of the Lalzi area who had no property rights. Indeed, more precisely, there are those who found themselves owners of state lands without knowing anything about them.
Subsequently, to these owners to whom the criminal groups had prepared the false mortgage headers, purchase proposals were made for the entire real estate portions for completely negligible market figures.
Like that, a family that by chance owned a considerable portion of real estate in the Bay of Lalzi that sold it for just 10 million old leks (in new lek, a million, just over 8.100 euro, ed) based on a contract apparently in good standing and, therefore, although then subject to investigation, it did not produce consequences of a penal nature. The Albanian newspaper Shqip reports in this case in an article on the subject.
If this is the dark side of the real estate mafia medal in Durres, the 'clear' face is that of the villas in which Albanian politicians enjoy their holidays overlooking the sea.
Land of dreams for politicians, Ministers and MPs, the Bay has always been seen as the happy fiefdom in which to hide to escape from the disorder, stress and anxiety of the crowd.
No wonder that from the 2001 the Bay of Lalzi has become almost a "military zone", where not only ordinary citizens cannot move freely and where they want, but also the owners who live in these lands for over 300 years no longer enjoy this right.
Simply because the area has become the exclusive domain of those who were Minister of 4 or 8 years, or of those who are still Party President, of those who have been Deputies for 4 mandates. Or those in politics who find themselves in 24 years like this, out of pure luck, and also brought in relatives and friends.
The apartment or villa by the sea is the 'must-to-have' of the Albanian political class. What is more convenient than being just 35 km away from Tirana and being able to take a leap to your offices if you really need to?
So here is the proliferation of Albanian politicians and legislators not only in the summer, but now also during the weekends of the winter season. And why stop at the simple cottage when you can even own a Resort?
The villas and apartments of the politicians are almost all in order with the land registry, indeed there are even stacked villas when only the foundation cement was thrown away. The years between the 2006 and the 2013 remain the period in which the real estate registry offices carried out the record number of pilings on villas and palaces, registered or directly to politicians or their families.
