Informality continues to characterize Albania negatively, especially in the tourism sector, where unfair competition "in the black" is a major concern.
In the hotel sector, for example, authorized housing units are far lower than informal units, which offer much lower prices due to the lack of a rate in the price. In fact, apartment owners would be required to pay an 15% rate in the case of rent to foreign or local tourists, but this tax is very often ignored outside the capital Tirana.
Also and especially for this, today, Prime Minister Edi Rama did not send them to say during the meeting he had with the directors of the tax administration.
The premier, in fact, has announced that the tourism, cigarette, fuel and construction sectors continue to carry out abuses that negatively affect tax revenues.
Rama also mentioned the city of Saranda in his speech, stating that in the summer in the southern city the rates reach up to 550 euros per night, but that on the other hand no contribution is paid to the tax authorities.

"How can the sectors of cigarettes, fuel, building and alcoholic beverages not be addressed by this administrative system in a coordinated manner. Not to mention tourism, due to the summer season.
We have implemented drastic cuts in VAT for tourism up to 6% to facilitate entrepreneurship and the formality of the market. The first goal was achieved, the second was not. The risk analysis is still missing today.
The risk model highlights some but the main focus is missing. Why? 1574 only on the coast are registered to Booking (the global giant of the tourism sector, ed), but is everything declared to the tax authorities? What does it mean to know the numbers from Booking and not from those directly involved? Total disorganization and anarchy.
In Saranda there are apartments that reach 550 per night, which is fantastic for tourism because it shows growth and development. But how can these apartments have no tax obligations?
The cigarette and fuel sectors need integrated addressing, data exchange and monitoring on each link in the chain. They represent around 40% of customs revenue and any losses have a direct negative impact. Fraud schemes for VAT in the construction sector have been discovered and culled, but still continue so they have not been eliminated."- said Prime Minister Rama.
The latter then openly criticized the tax investigation authorities, guilty of doing more damage than bringing results:
"The tax investigation was identified a year ago as a problematic link for businesses, citizens and the state. It cannot be a paramilitary inspection body for the tax investigation.
It must be an intelligence service for the tax authorities, it must be the eye that sees where others do not see, the ear that listens to where others do not listen, no the army that pours from a door of a company to the another and does more damage than bring results.
I trust the new management that, under Braçe's monitoring (the vice-premier of the Rama government, ed), has all the possibilities to operate successfully. The latter requires sacrifice, not in the heroic sense of the term but in that of the commitment of each individual and structure to reach the goal. " - concluded Rama.
