Albania and Puglia for once "united" and not separated by water. The idea is twofold: on the one hand that of a large submarine pipeline that would allow Puglia to exploit the abundant water resources of the Country of Eagles which, in turn, could benefit from the know-how of Italian technicians for the management of a large aqueduct shared and, on the other, that of an agreement between the ports of Bari and Durazzo concerning security and transparency.
To launch the project, from the Fiera del Levante in Bari, the Albanian premier Edi Rama who also touched the humanitarian emergency that is pressing on the European borders: "History teaches that immigration has always been a resource and has always brought benefits. We must fight - he said - those who want to vote not speaking to the mind and heart, but to people's stomachs ”.
AQUEDUCT - The Albanian prime minister met the president of the Puglia region, Michele Emiliano, who summed up the meaning of the meeting: "We are starting to do two things together. The first is to seek a common water resource management strategy through the Apulian Aqueduct.
We have an idea that could even lead, with the help of the Italian government, to a shareholding of Albania in the Apulian Aqueduct, not only to capture the quantity of exceptional quality water that exists today in Albania, but also to use the design work of the Aqueduct in the Albanian Republic. The second thing - he continued - is the idea of collaborating in the relationship between the EU and Albania. On these two great collaborations we will begin to work immediately, creating working groups as proposed by the president, composed of Albanians and Italians ".
Rama said: "I believe that thanks to this great president of the Region we will be able to make a great project of partnership between the Acquedotto Pugliese and our water management system. By bringing together the resources and the will to succeed, we can start a process that can lead to a multinational company that would be the first of its kind and could then develop in different ways, but with many benefits ".
The idea then is to get together to start projects that "I believe can create the conditions to make a great leap forward and to continue in the same project of a long happy life (theme of the government program of the Puglia Region and its pavilion at the Fair, ed.), because in the end we can have all the flaws, but we have a great virtue: we are never boring and we never get bored of life. This is the most important thing. I dream of returning here one day with the president - concluded Rama - and present the bottle of water produced by our multinational that could be called the water of the long happy life ".
COOPERATION - The new multinational would only be the spearhead of an already intense collaboration between Puglia and Albania.
Very low taxation facilitates investments in Albania. There are about 40 thousand Albanian companies in Italy that pay their contributions to the Italian Treasury which not only earn, but also create jobs. And for us - he continued - they were instrumental in this very difficult passage from dictatorship, from total closure, to openness, to efforts to build democracy, because without their contributions the country would not hold ”.
PORTS - In the presence of the Albanian Prime Minister, the extraordinary commissioner of the Port Authority of the Levant Francesco Mariani and the president of the Port Authority of Durazzo Gazmend Shalsi signed a three-year agreement protocol between the ports of Bari and Durazzo. The port agreement is the result of intense work with representatives of Albanian and Italian institutions and represents an important step forward in the path of growth and development of the primary mode for the connection between Italy and Albania.
The port of Bari is today the main gateway for the connection with Albania, of which the Port of Durres represents the primary logistic node, capturing almost XNUM% of the traffic towards Italy, vice versa about the 80% of traffic Passenger ferries crossing the Port of Durres pass through the Port of Bari.
The arrival in Bari, in the month of July, of Gnv, which is added to three daily scheduled services, corresponds to a need to strengthen and improve the ferry offer, in a port of call with a strong capacity for expansion: traffic passengers in the period January - August completed a good growth trend, 514 thousand units, with a positive sign of 5,5%, compared to the same period of the previous year.
In the month of August alone, the month of greatest concentration of passenger traffic to and from the Country of Eagles, the 220 thousand units were exceeded, with a percentage growth of 14%. A similar increase in the number of cars: with an increase in absolute terms of around 50 thousand units and an increase in 17%.
The extraordinary commissioner Mariani illustrated the objectives of the memorandum of understanding, which aims to promote a strategic collaboration between the two shores of the Adriatic, with the aim of achieving their interaction in a logic of an integrated system of an extra-territorial type: "L" agreement provides for a close technical and institutional collaboration between the Bari and Durazzo airports and opens up a development perspective that can become fundamental for the respective territories, with the ultimate aim of building a shared platform inspired by the principles of efficiency, competitiveness and innovation".
In practice, the agreement will improve the connections between the Port of Durazzo and that of Bari, focusing above all on the integration of information systems for the simplification and speeding up of border controls, and will therefore have immediate positive effects on the operation of the connections between the two banks.
"The two border ports - the protocol reads - undertake to jointly develop operational, research and training activities in sectors of common interest for the support and development of freight and passenger traffic between the Ports of Bari and Durazzo in particular, but not exclusive, sector of action of the creation of systems Its in support of the maritime traffic and the logistic system of respective belonging ”.
The interregional European projects to be released by the 2015 will be a further test of this agreement which, more specifically, establishes the operational and management methods. "The activities covered by the agreement - the protocol says - will receive financial coverage in the context of national and EU funding that the parties will be able to identify or make available both jointly and independently".
