In the discussion in the Senate on the pension law decree (DL 4 / 2019) I presented an amendment to put an end to the inequities that still concern the pensions of the many Albanian citizens who work or have worked in our country.
Italy already has many bilateral conventions with non-EU countries, from Argentina to Tunisia, which make access to treatments equal and ensure that all contributions paid in any country are recognized once you retire. It is incomprehensible that there is not yet a convention between Italy and Albania, faced with the bonds not only of friendship but of strong economic exchange between the two countries.
There are more than 160mila Albanian citizens (looking only at those with single citizenship) who work in Italy, making an important contribution to our economy in many sectors: the least we owe them is the tranquility that the contributions they are paying today will not be lost if and when they return to their country. And there are almost half a million Albanian citizens who have made contributions in Italy at various times in their lives, people waiting to redeem them to access rights for which they have regularly paid contributions.
My amendment allocates 20 million euros for the signing of a bilateral convention between Italy and Albania concerning pensions, a figure which is more than sufficient against INPS data.
My amendment has passed the scrutiny of the budget committee, so there is no resource problem. But the majority 5Stelle-League voted against on the merits in the work committee. An incomprehensible attitude. Now we ask the majority to change direction and vote in favor of the amendment in the hall, where I have already resubmitted, so as to resolve this long-standing question once and for all
