After three years of non-implementation, and in the absence of that three-year planning document required by the single texts for immigration, the Italian government presented on 30 November 2010 a new flow decree, which will be published in these days on the official journal.
The decree provides for a total number of entries equal to 98.080 foreign citizens, divided as follows: 52.080 entries for subordinate work, in all sectors, reserved for citizens of countries that have bilateral agreements with Italy; 30 thousand entries for domestic work (domestic helpers, carers, babysitters, etc.) of citizens of countries that do not have reserved quotas; and one other part of approximately 16.000 entries dedicated to the conversion of residence permits for study, admissions to naturalizable foreign citizens and to EC citizens with a European permit issued by other EU countries.
The procedure provides, as usual, for the immigrant to apply for employment and enter Italy with an entry visa. In reality, as the facts of Brescia and Milan have shown, the decree will above all serve to regularize the position of a minority of those irregular immigrants - according to Istat and Ismu estimates, which can be evaluated among the 500mila and the 700 thousand units - already present on our territory, employed in the black in the various sectors of the informal economy, without any right to substantial citizenship and therefore functional to the needs of the Italian labor market. The procedure then provides, as happened in the 2009, the inclusion of questions via the web, in the so-called "click day", a tool that will give priority not to those who present a better curriculum vitae but to those who manage to do it sooner, perhaps thanks to help from a well-paid Italian agency. All this in the framework of a substantial reduction of the personnel of the single branches for immigration in the prefectures, equal to 650 precarious contracts that will not be renewed in the 2011. There is therefore to expect that the evaluation times of the practices will lengthen beyond the 12 months of the past regularization, with all the inconveniences that the applicants will have to face.
If 100.000 permits are certainly insufficient, the layout of the allocation of permits is highly criticizable in my opinion. As for the quota destined to countries with which bilateral agreements are made, it will include permits for countries with high migratory pressure such as Moldova (5.200), Morocco and Albania (4.500 each); will reserve disproportionate quotas with respect to flows for countries such as Egypt (8.000) and even zero for countries on the contrary very present in the panorama of irregular migration, such as China. In short, the problem of irregular immigration in Italy will not be adequately addressed by the decree.
As regards the immigrants coming from all other nationalities, the only regular channel is represented by the 30.000 entries foreseen for care work, a decidedly lower proportion if we consider the 740.000 applications presented for the 2009 amnesty. And a channel once again limited to a disqualified work sector that mainly employs women from Eastern Europe.
In short, the legal channels offered indicate an increasingly marked trend towards a migration policy that we could define as "preferentialist": a policy that wants to choose which type of immigrant to host, based on his origin, his sex, the needs of the Italian labor market .A policy, it must be said, not unpublished but that finds a model in the Immigration Acts produced in the United States during the '900 to limit at first the entrances of Asians and then those of the less literate immigrants, including the Italians. indicates the Moldavian, Romanian or Ukrainian woman who leaves her family to assist the Italian elderly, and who finds herself living segregated in the treatment area with few rights and a condition of high vulnerability, the ideal immigrant model that Italy wants host.A policy that, once again, is based on demagogy and the effect of announcement, without any serious scientific analysis of the real enomenimigrators.
