The Embassy of the Republic of Albania in Rome informs Albanian citizens that the Council of Ministers of the Republic of Albania, with the Legislative Act n. 23, of 3 June 2020, has decided to extend the validity of passports expired in 2020, until 31 December 2020.
Consequently, citizens who wish to travel to Albania with a passport expired in 2020 (and not before) do not need to have a pass.
The regulatory act approved by the Council of Ministers on 3 June 2020 was not yet clear, i.e. it was not known whether this provision also applied to Albanians who are in Italy and who have not been able to renew their passport in Albania due to the pandemic. But today with an official press release on its Facebook page, the Embassy of Albania in Rome does not confirm: those whose passport has expired in 2020 can travel without a pass. Attention, does not apply to passports expired before 2020.

In the law n. 8668, of 23.10.2000, "On the issue of a passport to Albanian citizens valid for expatriation", modified, after article 14/2, article 14/3 is added, with this content:
The validity period of Albanian citizens' passports, expiring in 2020, is extended until 31 December 2020. "
Entry into force
This regulatory act comes into force immediately and is published in the "Official Journal".
