The Association of Albanian Lawyers in Italy addresses the President of the Council of Ministers, Avv. Giuseppe Conte, with a letter in which he indicates the critical points of the legislation on immigration and citizenship and hopes for a reform that puts the person at the center of it. The protection of the dignity of the individual and his legitimate aspiration to improve his own existence.
The intervention is deemed necessary in order to overcome an anachronistic legislation, to break definitively with the instrumental combination of "immigration / security" and treat the immigrant as a future citizen. The opening of a debate on the reform of the ius soli, which currently exists, is considered to be of greater importance, and to make it effective so that children born in Italy and those who arrived here at an early age are recognized, accepted and treated by Italian citizens since it is the only country where they ever lived. The AAI is not limited to identifying critical issues but, given the preparation and experience of its members, it makes itself available to share this professional and human heritage and contribute to the hoped-for reform.

Our association, Albanian Lawyers in Italy, is made up of lawyers and jurists of Albanian origin who have lived and worked in Italy for many years. We have trained, not only professionally, in Italian schools and universities.
Many of us work in the field of immigration and Italian citizenship, as well as having personally experienced the application of the relevant legislation and we can affirm, with full knowledge of the facts, that the matters in question require urgent uniform regulation !
For this reason, given the delicacy of the socio-political situation of our country, (because Italy is our country), we hope that the new government will give impetus to the legislator to intervene in an organic manner in the matter of immigration, "tearing up" the interventions carried out in a "chaotic" manner as we have seen over the years, both because of the different political connotations of the governments in office from time to time, and for contingent reasons.
We believe that the hoped-for reform puts at its center the person as such, his dignity and his legitimate aspiration to be able to improve his own existence and that of his children. We must abandon the migration policy that has always seen the immigrant as the one who "does the jobs that the Italians do not do anymore" instead treating him as a future citizen and, from this point of view, accompany him and train him so that he is no longer different but only as a neighbor with whom we share the values and principles crystallized also in the Constitution.
We hope for an intervention also in naturalization policies, promoting those who have been trained in the National Territory, making their own the history, art and culture of this country (which we will never tire of calling it our country). Reducing the time, unreasonably prolonged with the DL 113 / 2018, since a person who lives regularly for over 10 years, has formed here and contributes to the common well-being, should feel welcomed and not frustrated. A more streamlined procedure, in which the recognition criteria are objective, but effectively and individually evaluating the stories and progress of the interested parties, is necessary and feasible.
In our opinion, the most important and necessary would be an organic intervention also on the so-called IUS SOLI. It is a question, Mr. President, of acknowledging that these children who are born in our country, from people who live there regularly, are our fellow citizens! It is a battle of civilization, of a just recognition of the future of our country so that these children know, right from the start, that this is their home.
With regard to the policies concerning asylum seekers, we can only recognize ourselves in the words of the President of the Republic when enacting the dl 113 / 2018, as per the note of the 04 / 10 / 2018.
To close Mr. President, our association will be honored to contribute if the opportunity is granted, in any projects that the government will want to implement in the desired reform on the subject.

TheAlbanian Lawyers Association in Italy (AAI) was born in January of 2019 to pursue the protection of Albanian lawyers or of Albanian origins in Italy and abroad, enhancing their social role and professional ethics, and thereby placing the ultimate goal of guaranteeing people's rights.
To achieve its aims, the Association mainly aims to disseminate the values of the legal profession and to promote the participation of the Albanian legal profession in various organizations, to monitor and take action on the protection of the rights of persons and in particular of the Albanian citizens present on the Italian territory, taking initiatives aimed at introducing and modifying legal regulations, as well as establishing and maintaining relations with Italian, Albanian and international institutions and individuals.
