From the 1991 the integration of the Albanians it is hampered by ethnic prejudice, the book's editors note, and only since the years 2000 begins the phase of maturation of immigration that results in a positive insertion despite the penal aspects (a sense of the complaints) which however are to be charged in great part in organized crime.
The Albanian community takes over the study, is present throughout the national territory and especially in the northern regions, where two thirds of the presence reside. There is a balance between men and women due to the recomposition of family units. Most are young, between the 18 and the 40 years. The incidence of married people concerns two thirds of the presence and is significantly higher than the average of the total number of immigrants (+ 8 percentage points). The "familiarization" process, the research finds, is also evidenced by the fact that the 52% of Albanians is the holder of a residence permit for work and the 42,5 of a work permit per family (11 points more than the average).
Mixed marriages increase which, unlike most other immigrant communities, involves Albanian men in three out of four cases. And there is a strong interest in Italian citizenship: in 2006 the acquisitions by marriage were 1.535 (78,6% for women) and those for residence 795 (of which 25,0% were women).
Entry into Italy for Albanian workers it is regulated under the system of the annual flow decree, with privileged quotas. In the three-year period 2005-2007 (data from the Ministry of the Interior) through the flow decrees 41.221 were the recruitment requests presented at the one-stop office in favor of Albanian workers, equal to 6,2% of the total foreigners (670.459).
Thus the label of criminals has fallen with regards to immigrants from Albania, the total complaints in the 2000-2006 period have become numerically lower than those of the Nineties. Instead the opposite happened for the typical crimes not of individual crime, but of organized crime. The Albanian organized crime, notes the study, started with drug trafficking, then turned to that of people and took on an increasingly autonomous organization.
