The conversion of the Albanian license into the Italian one has always been a source of great confusion, partly due to the complex Italian legislation, partly due to the free interpretation that each headquarters of Civil Motorization chooses to give to this law. Added to this is the fact that in recent years, partly due to the Albanian government, so many engines are denying this right.
Meanwhile, it must be said that Albanian citizens with regular driving permits can drive in Italy and request conversion based on an agreement between Italy and Albania, an agreement that expires in December 2019.
Under this agreement, the Albanian citizen in possession of a regular driving license, can drive in Italy within 1 year from the date in which he declares his residence in Italy.
After this date, he can no longer start driving, otherwise the license will be withdrawn. The license is then transmitted to the diplomatic bodies that forward it to the Albanian Ministry of Transport where the holder would have the right to request it, creating a useless turning point
In any case, the license holder, even if he cannot drive, still has other 3 years to request the conversion of the driving license. Once this deadline has passed, to obtain the driving license must follow the regular examination path.
The new licenses are not recognized in Italy
Il current problemactually it has to do with something else. Albania, in the 2017 has decided to give a new format to its licenses. However, it seems that nobody has come to mind, to communicate this change to the Italian Ministry of Transport and to review the agreement.
The Albanian government has preferred to advise the embassies in this regard, and this has informed the Ministry of Foreign Affairs. The fact is that, for reasons unknown at present, this information has never been incorporated into a circular explaining to Motorizations how to proceed.
No one, therefore, decided to update the agreement, warning that the new Albanian driving licenses would be different.
Consequently, the Italian Motorization is having to convert a license that is unknown to her, because it is not provided for by the current agreement with Albania, and therefore rightly refuses. There are several Motorization offices that are also proceeding to convert the new Albanian licenses, but these are personal initiatives and are often the result of the user's insistence and the official's goodness.
In other words: if you have a new license, issued by the 2017 (the one with the square qr code on the back, so to speak) you have no right to convert it.
Of this, in the end, the Albanian government has also noticed that the April 17 has named the Deputy Minister of Transport, Artan Shkreli to follow and solve the problem. Shkreli will have the ungrateful task to unravel the skein within a short time.
In the meantime, don't drive!
