Besmir Rrjolli, scutarino turned into Milan in 2004, founder of the Italian-Albanian association Dora and Pajtimit, has been active in the non-profit sector for over 11 years. Graduated in Communication at theCatholic University and with a Masters in Social and Community Theater, he makes the co-development his strong point to strengthen the economic, cultural and social ties between Italy and the Land of Eagles.
He has collaborated with Oxfam Italia, Municipality of Milan, Ipsia, IOM Italy, Museum of Cultures - Mudec, Acli Lombardia, CESPI, Expo Milano 2015, Municipality of Scutari, Città Mondo and Catholic University of Milan. From April 2018 is Focal Point in Lombardy for the Albanian headquarters of the International Organization for Migration - the United Nations Migration Agency (OIM)
"Involving the Albanian Diaspora in the social and economic development of Albania" is the program of the International Organization for Migration (IOM) in Albania which sees you as Focal Point in Lombardy.
What is the purpose of this program and what role is reserved for Focal Points?
The program aims to stimulate the involvement of the Albanian diaspora in the development of the country of origin, mainly through three guidelines. Support the Albanian government in adopting a global approach to involve the diaspora, in line with the general political framework; facilitate the transfer of skills and abilities of the Albanian diaspora to the country of origin with targeted actions, as well as favoring economic investments in Albania.
I Focal Point, in this context, they take care of relations with the various stakeholders of the program, involving the greatest number of people, members of our Diaspora but also Italian entrepreneurs interested in investing in Albania, with the aim of giving maximum visibility to the planned initiatives. In addition to the undersigned, five other Focal Points were also active in the regions of Emilia Romagna, Piedmont, Tuscany, Latium and for regions of southern Italy, where there is a significant presence of the ancient arbëreshe community.
Can you describe the main points of the program?
Through one fellowship scheme, young people in our Diaspora are given the opportunity to do work / training experiences both in Italy and in Albania. The fellowships will have a temporary duration between the four and six months. Those to be carried out in the Bel Paese will be open only to members of the Albanian Diaspora in Italy, while the fellowships in Albania will also be open to members of the Albanian Diaspora in France and Belgium.
The people selected for the program of fellowship they will receive an indemnity to cover the expenses that will have to be paid for carrying out their activity.
The platform Connect Albania instead it aims to be a useful support tool for all companies wishing to invest in Albania and, at the same time, to give opportunities to members of the Albanian Diaspora to become real Development Agents and then identify and subsequently accompany the companies concerned to invest in our country.
Specifically, the mechanism Connect will reward development agents with a commission if they have contributed to the opening of successful companies according to criteria that are being decided, including having generated employment.
Moreover, through the Connect, the companies that want to invest in Albania will be able to benefit from standardized procedures that will allow them to follow all the investment phases. They will also enjoy the support of a toolkit information required by the program and the collaboration of the Albanian institutions involved in the investment.
Finally, one will be performed mapping of the members of the Albanian Diaspora, including a study of their profiles, in the five pilot regions of Italy. The result will be the creation of a register of the skills and capabilities of the Albanian Diaspora in the 5 Italian regions.
On the other hand updated information on the needs and development priorities at local level in Albania will be collected to guide foreign investment and the Albanian Diaspora.
How do you think we can create synergy between the Albanian Diaspora and the Motherland?
Certainly through structured programs like this that enjoys the precious support e partnership di OIM, the financing of the Italian Agency for Cooperation and Development (AICS), the political support of the Italian Ministry of Foreign Affairs and International Cooperation (broadcasted on RAI) and the collaboration of several Albanian ministries including the one for Europe and Foreign Affairs, the Ministry of Finance and the Economy and the Albanian Minister of State for the Diaspora. Initiatives that involve institutions and are able to generate value for citizens are essential to create synergy between the diaspora and the country of origin.
