The exploration of the Albanian diaspora as a potential for economic and social development based on the opportunities that this community has. A visit to Ireland to learn from the best.
More of the half of the Albanians, according to census data, they are migrants. 1,4 million Albanians they work e they live in neighboring countries Italy e Greece.
They managed to keep families, send money to relatives, set up businesses, as well as excel in world artistic and cultural scenes, enhancing their Albanian nationality.
Only in Italy, 31.000 Albanian citizens have opened their own business, against the 4300 Italian companies whereas, instead, their activity in Albania is currently disappearing.
200.000 Albanians have a Italian passport - thus having the same rights as Italian citizens - but they are totally tied to their country.
Connect Albania it will be a platform that will be founded as part of the program "Involving the Albanian Diaspora in the Social and Economic Development of Albania", together with the creation of a specific fund for second-generation migrants who want to open their company in Albania.
Connect Albania has as its reference platforms and famous international funds, among which Connect Ireland as one of the most successful. The ideaConnect'is based on the central role of development agents, in our case of the Albanian diaspora in Italy, putting in contact, accompanying and following a foreign investment directed from Italy to Albania.
Development agents, in this case, are more likely to be Albanian entrepreneurs in Italy and / or Albanian employees in the expansion of Italian companies. Connect rewards development agents with a bonus in cases where the investment actually took place and generated employment in the motherland.
Albania and Ireland have many similarities when it comes to the impact of migration. For a state of only four million inhabitants, it is believed that around 80 millions of people claim to have Irish origins.
The Irish Constitution: the citizens inside and outside the country are a community
Why is the involvement of the diaspora so important for Ireland? The first and main motivation of their engagement with the diaspora is simple: that is, because of their Constitution, which requires it.
The constitution, in fact, states that the Irish inside and outside the country are a single community. From this, responsibilities and opportunities of the community arise.
Ireland today benefits greatly from its diaspora which has grown in over 200 years. The energy and results achieved by members of the diaspora have built Ireland's reputation in the world. They achieved this by mobilizing new people and building bridges with Ireland.
In recent years the program 'Connect Ireland' has been very successful in reviving the economy and Albania hopes to repeat this successful approach.
The Albanian Constitution
- The Republic of Albania protects the national rights of the Albanian people living outside its borders.
- The Republic of Albania protects the rights of Albanian citizens with temporary or permanent residence outside its borders.
- The Republic of Albania provides assistance to Albanian citizens living and working abroad to maintain and develop links with the national cultural heritage.
The program "Involving the Albanian Diaspora in the Social and Economic Development of Albania", Implemented in March of this year, is closely linked to what was stipulated in the Albanian Constitution.
Indeed, since the program implemented by IOM Albania aims to contribute to the growing involvement of the Albanian diaspora in the socio-economic development of the country, Ireland is considered a perfect example for the involvement of the diaspora in the development of the Irish economy through the innovative Connect Ireland mechanism.
To learn more about the 'Connect' mechanism, IOM Albania organized a visit to Ireland with representatives of Albanian institutions to meet with the responsible parties, and to learn from their experience how to identify the best way to achieve the objectives of the program.
The Albanian diaspora can play a very important role at home. Countries like Ireland have developed with what the diaspora has done, not only in terms of remittances, but also of other resources.
